In the opening of classes for academic year (AY) 2018-2019, the implementation of Republic Act No. 10931 known as “Universal Access to Quality Tertiary Education Act of 2017” did not allow state colleges and universities (SUCs) and CHED-Recognized local colleges and universities (LUCs) to charge tuition and other school fees to Filipino undergraduate students for as long as they passed or met the admission and retention policies of the said institutions; no previous undergraduate degree; and not overstaying at the college.

The Act includes the Tertiary Education Subsidy (TES) program that supported students from the poorest of the poor households enrolled in public and private higher education institutions (HEIs).

In AY 2018-2019, around 200,000 college students in the region were back to school. Following the big flock of enrollees who just graduated from the Senior High School (SHS) and the implementation of Free Education in state colleges and universities and CHED recognized local colleges, there was a noted increase of enrolment in the tertiary level. Business Education courses were the most popular courses in school followed by Teacher Education and Information Technology.
