DAR, DENR and LBP collaborate to hasten land survey in WV

The Department of Agrarian Reform (DAR) Regional Office VI called for a 2-day synchronization conference with the Department of Environment and Natural Resources (DENR) and Land Bank of the Philippines (LBP) on Feb. 17-18, 2020.

The objective of the activity is for the partner agencies’ to be aware of the DAR’s targets and priorities for 2020, identify prevailing issues and concerns, and provide recommendations and solutions.

Also, the conference provided a venue for the three agencies to define priorities, establish timelines of delivery, strengthen feedback mechanism, and set agreements.

In her opening message, DAR Assistant Regional Director Lucrecia S. Taberna said that “DAR Region VI is now aiming for a 100% accomplishment in terms of Land Acquisition and Distribution and other Land Tenure Services activities,   100% Fund Utilization and full implementation of the Support to Parcelization of Lands for Individual Titling or the Project SPLIT to be in accordance with the mandate of the President for a LAD FREE Philippines for 2022.”

With the accomplishment of DAR Region VI in 2019 as affirmed during the recent National Summative Assessment held in Baguio City, Taberna also extended her gratitude to provincial officials, the Land Bank of the Philippines, and the Department of Environment and Natural Resources for their contribution and continued support.

Taberna also mentioned that DAR’s target was reduced for the year 2020 in terms of Claim Folder Documentation, Survey, Land Valuation, EP/CLOA registration and other Land Tenure Services Programs.

with the inclusion of Support to Parcelization of Lands for Individual Titling (SPLIT) and Government Own Lands (GOL), DAR, DENR and Land Bank have many tasks to undertake together in 2020 until 2022.

DENR Assistant Regional Director Livino B. Duran “Government survey and to include DAR Survey, is a priority. Serbisyo yan, because that would later on result into a Title or a CLOA. Ibig sabihin, Serbisyo Para sa Tao.”

LBP AOC Region VI Department Manager Lemuel Sembrano assured DAR that Land Bank of the Philippines will process the claim folders and will issue Memorandum of Valuation within 20 days from the receipt of the CFs.

Sembrano said that “through close coordination, teamwork and cooperation between the three agencies, 2020 will be another banner year for DAR Region VI”

Atty. Peter Cañoso, LBP- AOC, Region VII Assistant Vice President, said “DAR cannot implement the program without the help and support of his two major partners, the Department of Environment and Natural Resources and the Land Bank of the Philippines”.

Given the limitations, Cañoso said there is a need to plan and to synchronize strategies in order to accomplish the target.

Also present were Provincial Agrarian Reform Program Officers, CARPO LTID, PMEU HeadS and Chief of Survey of the different Provincial Operating Units of DAR Region VI .

Also in attendance are Engr. Meliton Solas and Engr. Vivien Alvarez of the Department of Environment and Natural Resources Region VI, and Ray Gonzalez, Joseph Locara and Herbert Panes of the Land Bank of the Philippines, Agrarian Operations Center.

The conference was held at Days Hotel, Iloilo City.
